Talking to this reporter, Dr. Riba said that, though many JE cases were reported
from various parts of the state, Lower Subansiri district had remained free from
the disease until detection of a case recently. We have started the mosquito fogging
with Malathion this evening and it will be carried out in the township areas to check
further spread of this disease since the virus of JE spreads through bites of an
infected mosquito. The prevalence of JE virus in our area is evident from the fact

Lecture on diplomatic reporting
NAHARLAGUN, Aug 22: The department of Mass Communication, Rajiv Gandhi University today organized a lecture on Diplomatic Reporting by Sunil Kumar Shukla, Assistant Director (NEWS), All India Radio, Allahabad at the Univeristy’s extension centre in Naharlagun.
Shukla is a senior Indian Information Service (IIS) officer and has been part of many high level media delegations abroad accompanying the President of India, former Prime Minister Manmohan Singh and more recently, PM Narendra Modi to Bhutan.
Deftly using anecdotal experiences, he elaborated on the many traits and techniques of good diplomatic and parliamentary reporting. He emphasized on developing a strong command over language and keeping abreast of the knowledge on political and economic situations and the treaties between countries as key requirement for diplomatic reporting.
Later, interacting with the students and faculty present, the senior IIS officer also informed the students about the vast employment scope for journalism students in the IIS, encouraging them to opt for a career in it.

PDS items irregular, claim AAPCA
ITANAGAR, Aug 22: Claiming that PDS items are not being provided by the department of food and civil supply for a long time, the All Arunachal Pradesh Consumers Association (AAPCA) has sought food and civil supply minister’s intervention into regular supply of the items.
Since last three years, only meager quantity of APL rice has been issued by the department. APL rice 35 kg per ration card holder and 15 kg in some interior circles of the districts, whereas it is clearly mentioned in the card that 35kg is allotted to each of the card holders in a month, it said.
As per government provision and notification, PDS items Rice APL 35 kg, BPL 35 kg, AAY 35 kg, SK oil 5 litres, Sugar 6300 gms, Wheat (Atta) 35 kg, Salt 700 gms, Ghee gutta 10 kgs are allotted to each card holders in government subsidy rate in a month. But not a single item has been dropped or supplied from government stock till date to consumers, except 15 kg APL rice in a month which also is too irregular in distribution. Due to these irregularities and lack of delivery of the above said ration items, consumers are facing hardships in the private market rate, the letter further added.

“Due to lack of such organized forum of blood donors, the people requiring blood transfusion face lot of problem to manage blood and are compelled to buy blood from the professional blood donors at high price; which is not safe for the recipient,” the said.

Unprecedented flood creates havoc
in Upper Subansiri

DAPORIJO, Aug 22: Sudden rise in the water level of Subansiri has triggered an unprecedented flood situation in Upper Subansiri district submerging hundreds of dwelling houses, sweeping away livestock which has created panic among people.
The overflowing river submerged over 200 dwelling houses at Sikarijo, Pagarijo, Laila Majnu, Sigum, Polo colony and Dilidi village in Daporijo, Sippi, Menga, Kuporijo, Dumporijo.
Panicked by the rapidly increasing water, the confused villagers ran for their lives
into safer places leaving behind their all belongings. Many people took shelter on
rooftops when water suddenly entered into their homes and submerged them within no
time at around 3 pm. Reportedly, three girls, who did not know how to swim, climbed
onto rooftop to escape the neck-
There was no report of any flood related deaths till filing of this report.
Swelling waters have over flooded the BRTF road at Sippi, about 12 km from Daporijo, and swept away many dwelling houses living in the river bank along with their belongings. The gushing water flooded the paddy fields and uprooted bamboo groves and swept away domestic animals.
In Dugi Village, the other side of Subanisiri, water level touched the ground of VKV, Kuporijo and damaged many kutcha houses, including the Govt. Tourist Lodge cum Cafeteria.
In Polo colony here, flood water submerged the Govt. burial cum cremation ground.
Sigum colony, 4 km from here, was the worst affected where water submerged numerous houses and caused death of domestic animals. Tagom Yekar, who runs a tourist Lodge at Sikarijo, narrated that it happened all of a sudden at about 2 am.
“We heard the sound of the gushing water and the water rose to about 10 feet within 10 minutes flooding our houses and washing away all belongings,” he said.
The same was the story of neighbor Tajum Batak. He and his family too were in deep sleep when the water entered into their home with full force. They somehow managed to escape by making a hole in the bamboo wall of their house, he said.
In the Dhulaam Raji Memorial Public School at Sippi, waters flooded the buildings up to 6 feet mark. All the 72 students of the hostel of age between 5 to 12 years were safely evacuated to a safer place by the school authority. The wet and muddy classrooms with books scattered, upturned furniture and logs, scattered clothing in the hostels etc have been the reminders of the disastrous situation.
Meanwhile, public, various NGOs, District Administration, volunteers/members of ATYO, ATSU and TCS rushed to the affected areas and started rescue operation.
Daporijo MLA Ditko Yekar along with DDMO Lobsang and EAC O Lego visited all the affected areas to take stock of the situation. He cautioned the dwellers living in low lying areas and danger zones to voluntarily vacate their premises to avoid danger. He further asked the district authority to take all necessary steps to tackle the situation.
Expressing concern over the unprecedented flood, Dumporijo MLA Paknga Bage appealed to all to extend helping hands to the affected people in this hour of crisis. He also appealed to the state government to provide immediate relief to the affected people for their rehabilitation after assessment of the properties lost or damaged. He also appealed to the State Govt. to investigate the actual cause of sudden rise in water level.
The water level of Subansiri was receding though the river was still flowing above danger mark. Local people suspect dam waters released by the neighboring country might have caused the flood. They say they have witnessed the rise of water level of Subansiri to such a high mark for the first time in their life time that too without rain, and urged the state government to make an inquiry into the matter.

At Chandranagar in Capital Complex, a house belonging to one Tungam Madu near Christian Revival Church was completely devastated by heavy rainfall last night. Rain waters also affected the church, damaged the drainage system and eroded the road leaving the culvert on hanging.
The EAC Itanagar visited the site to take stock of the situation.
The Councillor of Ward No. 4 Gora Talang requested the Department of Highway, PWD to immediately repair the road and the culvert on hanging to ensure free flow of traffic.
He also appealed to the State Government to instruct the department concerned to come up with proper plan to prevent any such catastrophe in near future.
Rainwater inundates Pasighat fish & meat market
Our Correspondent adds from Ruksin: Heavy shower during the last one week inundated the fish and meat market at Pasighat.
The market which was set up at a suitable location at the main town was shifted to the present location during December last year. But, it is alleged that the authority concerned is not properly maintaining the market which is causing great deal of dissatisfaction among the fish and meat sellers.
Even though the state government has spent huge amounts for development of Pasighat, the area is still lagging far behind in terms of infrastructure development.

Clogging of rainwater in the township is a common phenomenon in and around Pasighat Township during rainy seasons. But, neither the Urban Development Department nor Municipal Council has taken any effective measure to solve the problem permanently.
12 girls rescued from NCR, Capital Complex

ITANAGAR, Aug 22: 12 girls, who were lured from their homes with promises of jobs
and better education, have been rescued from different locations from Delhi and Itanagar-

The Longding district superintendent of police (SP) when contacted divulged that girls were brought back today from Delhi by an eight member police team.
SP said that three people have been arrested so far and investigation is on to unearth the truth.
“Very soon we will know what led to the entire episode”, said the SP. He further said that efforts are on to trace out if there are more girls who were taken away from homes.
Most of the girls are from Wakka circle.
A woman, reported to be a native of Longding and stationed at Khonsa, who is alleged to have enticed the girls away from their homes with promises of a better life have been arrested by the Police.
One of the arrested is a native of Delhi.
Some of the rescued girls are juveniles and belong to economically backward families.
None of the family had filed any complaint with the police even though the girls have been missing for many months. However, the complaint was filed by Chandan Women Welfare Society of Longding, an associate of Arunachal Pradesh Women’s welfare society.
Earlier in July, Chandan Women Welfare Society had said that it had received complaints from villagers about trafficking of girl child by brokers as domestic help. The brokers are alleged to have taken commission from the agents and prospective employers.

Since then, the Families and Supporters of America's Arunachal MIAs of the 400 American aviators whose mortal remains still lie unrecovered from their World War II crash sites in Arunachal Pradesh have been persuading the US Defense Department to convince Indian counterpart for recovery of MIAs remains from Arunachal Pradesh which India hardly allows any country to access considering the strategic sensitivity.
The organization which have members from across the world including Arunachal has recently wrote a letter to US Defense Secretary Chuck Hagel requesting him to engage dialogue with Indian External Affairs Minister Sushma Swaraj for the resumption of MIAs recovery from Arunachal.
In its letter the organization claims, "The Government of India continues to insist on the highly unreasonable restriction that it will permit only one crash site investigation or one crash site excavation in the entire territory of India in any given year".
Further it also added that India is in violation of its obligations under the Geneva Conventions, as it made no effort to protect the unrecovered crash sites from either scavenging, or from "crash site tourism."
Gary who is Spokesperson of the said organization in his letter said that commitment made by Indian government to US in June 2012 to allow resumption of MIA recoveries in Arunachal Pradesh, as a "humanitarian gesture", is beginning to look like a shattered promise to the families of MIAs, saying that US government gives little interest in it.
He also appealed to the government of India to permit an immediate resumption of MIA remains recovery operations and permit it to be conducted simultaneously at the multiple documented crash site locations in Arunachal Pradesh.
The aggrieved families of America Arunachal MIAs have waited 70 years since 1944 but there is still uncertainty hovering over them. How many years more they have to wait to retrieve the remains of their loved one from the jungle of Arunachal? India can only give this answer.
LDV resolves not to allow encroachment in Govt land
ROING, Aug 22: Taking serious note of the illegal occupation and encroachment of the Govt land in the Roing township, the Lower Dibang Valley district administration has decided not to allow any kind of encroachment in the Govt land henceforth. This decision was taken in a law and order review meeting held at DC office here yesterday. Yazali ZPM dedicates drinking water supply unit
ITANAGAR, Aug 22: Taba Techi, Zilla Parishad Member (ZPM) of Yazali today dedicated a drinking water supply unit funded by World Vision India in collaboration with MGNREGA scheme to villagers of Possa in a small but impressive function. Dempu Pega, Program manager, World Vision India, Subansiri, was also present on the occasion.
The drinking water unit has two supply tanks constructed under MGNREGA schemes way back in 2012. One storage tank and another supply tank have been funded by World Vision. The fittings and other accessories were also funded by the NGO. The villagers had constructed approx 1 km long and 1 meter wide porter track in difficult terrain from source tank to feeder area by themselves. They conducted social service which was led by Risso Maya, President, Gora Swwg Dokum, a SHG of New Pitapool Anchal Segment. A sense of proud, happiness and pleasure prevail in my mind and heart that with my
little bit of endeavour many of my fellow students are now in good position, status

It becomes the bounden duty of the parents, the society, political leaders, the Government and educational institutions to maintain the sacred cause of discipline among the students and not indulge in recrimination of lying the fault at one another to shirk the responsibility when indiscipline takes place.
We must not lost sight of the fact that the world has changed considerably during
the last 67 years. In fact, everything has changed, and if nothing is static, why
should the students not change? If then, the old order changes yielding place to
new, due to divine dispensation the elders as well as those who have love and sympathy
for the cause of students should give them authoritative guidance. Although the young

new adequate replacement. The students are feeling void and are moving as if in an
empty space. They are thus feeling frustrated, and a lack of security stares them

But they feel that they are sailing in a rudderless ship, at the mercy of any ill
or good wind that is blowing. It is here that they want to be guided by the elders
and leaders of society and educational institutions. This is the age of Democracy,

Now returning back to pavilion (Uttarakhand) after having played my innings in Arunachal Pradesh, I am optimistic that my fellow students, colleagues will march ahead to accomplish their task with full determination and conviction. State level workshop on community operations manual and grading norms concludes
ITANAGAR, Aug 22: The two days state level workshop on ‘Community Operations Manual and Grading Norms’ concluded at Conference Hall of department of tourism, GoAP today. The workshop that commenced on 21st August was inaugurated by Secretary RD Govt. of Arunachal Pradesh.
The workshop provided an opportunity to bring on board views of Non Government/Voluntary organizations, officials and bankers at the same time on issues concerning proof community mobilization, development of norms for grading of SHGs, and developing assessment criteria for grading of non government/voluntary organizations.
The second day of the workshop involved presentation on the process of community mobilization in Bihar’s Jeevika project, which is regarded as a National Resource Organization under Aajeevika. This was anchored by Aditya Tyagi, Prime Minister Rural Development Fellow, assigned to Arunachal Pradesh, who has extensive experience in business analytics consulting as well as Jeevika programme implementation.
The panel discussion on community mobilization was chaired by Rajeev Takuk, CEO SRLM. Grading norms for SHGs were discussed threadbare and opinion of delegates were recorded for the purpose of notifying norms for grading of SHGs for grading of SHGs all over the state. It was also clarified that grading norms for SHGs shall be reviewed from time to time and could be revised as and when such need arose.
HS Singh, GM NABARD shared the vision and mission of NABARD in supporting SHGs and NGOs and related activities. Anup Patnayak Manager NABARD took a session on grading norms for SHGs.
Dinesh Raina, DGM NABARD, Kamal Roy, APM NABARD, representatives from Apex Cooperative Bank were also present in the two days workshop.
The workshop also involved deliberations from N. Breeze Doye, SMM SRLM, Dr. Rakesh Srivastava, Dy. Director SIRD, Sanjeev Tirkey, Programme Manager SRLM, and Tatar Mosi, Programme Manager SRLM.
Amongst other important outcomes, the workshop brought forth the need and importance to adhering to mandatory conditions for performance of human resource development especially through proposed immersion and induction training, proper adoption of community mobilization strategy. Later due process must be adopted for ensuring that both external and internal community resource persons for ensuring that required handholding support is provided to rural women in Arunachal Pradesh, with focus on intensive blocks in Arunachal Pradesh. The workshop did well to develop broad based consensus on role of DRDAs, NGOs, and bankers in community mobilization to grading of SHGs in the State. First of all, congratulation to you for selection as an airhostess in one of the premier airlines of the country!
Kabom: Thank you so much for your hearty wishes.
Can you tell us why you opted for this career? Is it because the profession is usually considered glamorous or it is because of its adventure element?
Kabom: I chose this profession because I wanted to do something different..something adventures… not like usual job and yeah it’s a glamorous too…like flying high
Where did you undergo training and how was your experience as a trainee in the training institute? Were there other trainees from Arunachal Pradesh?
Kabom: I completed my training in Franklin Institute Guwahati…My training was good…I enjoyed there..it was difficult but interesting ..had to study a lot…but still I had lot of fun..yeah there was some trainee from AP but if there is no one from AP still you will find lot of friends from other places..
Please also tell your educational background. Where did you study and what was your initial ambition as a student?
Kabom: I did my schooling from St. Xaviers School Shillong, Meghalaya … I did BA graduation…and when I was studying it was my dream to become an airhostess so I after my graduation I joined Franklin Institute to fulfill my dream.
Kabom, can you tell readers, what are the most important qualities for someone who wants to pursue this career? What should those desirous of following this line of profession try to inculcate for success?
Kabom: To be an airhostess you should be tall ….should be slim and beautiful….little bit confident ….and should be ready to stay away from family..that’s it…
Did your family support your ambition while you were undergoing your training?
Kabom: Yeah, my family never opposed me …they were always supportive… specially my father…
Are there enough opportunities for our girls in this line?
Kabom: Yeah, there is lot of opportunities for girls in this profession if you are upto their requirements.
Any advice for those who want to be airhostesses?
Kabom: Advice like I will say…if you are serious about this job…maintain your beauty …try to be slim…be confident..you should take care of your appearance…
Orientation prog on environment awareness for teachers held
ITANAGAR, Aug 22: A three days orientation programme on “Awareness towards environment”, sponsored by the Department of Education came to an end at SCERT here today. Around 25 teachers from different districts of the state participated in the programme. Besides the resource persons from SCERT, external resource persons Dr. G. Ninasow, Asst. An Appeal to the Vice Chancellor, RGU
Dear Editor,
Through the Reader’s Forum of your leading daily, I want to appeal to the Vice Chancellor of Rajiv Gandhi University (RGU) and convey the dilemma and frustrations of all the Students those who have passed class XII from different Higher Secondary Schools of the state, this year and seeking admission to Govt. and Private colleges affiliated to the Rajiv Gandhi University, but below 40% in aggregate.
RGU has issued an Ordinance for admission to BA/BSc/B.Com programmes under semester 2013 for all the colleges, affiliated to RGU, that, students who have secured below 40% in aggregate in sum total of all subjects in class XII, shall not be entitled to admission in any Private or Govt colleges in the state affiliated under RGU.
Now, all the students who have been denied admission to the colleges for securing below 40% have no idea, what do they do next? Where do they go?
It is a straight trample on the students, the poor students, especially coming from the villages, those who help their parents in their agriculture fields as well as pursue education, in the desire to go ahead in life and bring about a change to their desolation even if not in their lifetime but at least, for their generation next. The first victims of the 40% minimum cut off mark to get admission in any college in Arunachal Pradesh and being some points short of the minimum marks and thereby being denied of admission to the colleges!
Hearing the problem from some of the parents of those students/victims who could
not make it to the minimum 40% marks, really touches anyone’s heart who can really
empathise the situation, emotions, sentiments and even frustrations of those parents
and the children. Especially the plight of those parents who don’t even earn Rs.
50/-
Corresponding to the issue and the affects of the same, I want to put some meaningful
points before the Vice-
Can we opt for or even mandate for well trained, better teachers along with better teaching standards and facilities with all modern day infrastructures in all the Primary, Middle, Secondary and Higher Secondary Schools of the state before mandating a cut off mark, to get admitted in the colleges of the state in order not to cut off the future of some of the Generation Next?
Can the RGU think on the line of making the pass mark to 40 instead of 33 in Class XII exams so that, students failing to get 40% will be failed and won’t face the frustrations of being left in the crossroads ?
Or at least, can’t the university relax the rule for this year only and avoid giving the shock of their lives, to all the children who have passed their Class XII, yet, fails practically to get admission in any college in the state that too, without letting him/her know about the same rule in advance?
OR, as a last resort, can’t the RGU allow this group of students to be admitted as Private students at least?
Instead, it is my humble suggestion that it would be in the fittest of all things, if the Government of Arunachal Pradesh and RGU can circulate the information, regarding implementation of the cut off mark, to all the Private and Government Higher secondary schools this year on, so that, the parents and children know about the same, well in advance.

High security registration plates and prices
Dear Editor,
This is regarding High Security Registration Plates in Arunachal.
Before issue of Government order, public had already installed number plates in their vehicles according to their choice paying high price.
If the number plate are to be changed to HSRP, who will bear the lost price of old number plate?
If HSRP have to be installed, then Govt have to offer discount of 50% or some amount to customers who have already installed number plates before issue of govt order. And if possible, govt have to exempt those vehicles who have already installed number plates before issue of order for HSRP.
