ITANAGAR, Aug 22: President VI lost to Podi Barbi by 10-25, 25-27 in the third day of Tamulang Taloh Memorial Volley Ball Tournament at Solung-Mopin ground, Itanagar today.

In the second match, Solung UFC  beat ABK team and in the 3rd match, Regam Dité Yameng beat Secretary XI.

On August 23, defending champion Moying Raseng vrs Donggin, Podi Barbi vrs ABK, Solung UFC vrs President VI.

Apart from Volley Ball, the Solung Carrom tournament will also starts on August 22 at same venue.

 

NERIST to conduct short term course under TEQIP

ITANAGAR, Aug 22: The Mechanical Engineering Department of North Eastern Regional Institute of Science and Technology (NERIST) will organize five days World Bank sponsored Short Term Course under Technical Education Quality Improvement Programme (TEQIP) on ‘Appropriate Technology for Rural Development’ during August 25-29 at Institute Seminar Hall.  It is expected that more than 50 stake holders from various organizations/departments like Arunachal Pradesh Energy Development Agency (APEDA), Itanagar; Rajiv Gandhi University (RGU), Doimukh; Rajiv Gandhi Government Polytechnic (RGP), Itanagar; G.B. Pant Institute of Himalayan Environment and Development (GBPIED), Itanagar; State Forest Research Institute (SFRI), Itanagar;  Tripura Institute of Technology (TIT), Agartala,Tripura University (TU), Tezpur University, Assam  will participate in the training programme.

 

Van Mahotsav celebrated

ITANAGAR, Aug 22: Van Mahotsav was celebrated at Poi Vidya Nikeetan Secondary School, Likabali by planting trees around the school compound.

CCF Pasighat AK Biswal explained to the students through PowerPoint the role of forests in maintaining environment and the ecology, effects of global warming on flora and fauna and the deforestation, one of the major causes of climate change.

Likabali SDO T.Bage, ZPM Mito Taipodia, former minister Kardu Taipodia, PVN Secondary School Chairman Tahum Taipodia, the DFO, RFO, forest staff, PRI members, officers, teachers and students took part in the plantation programme. Fogging operation conducted

ZIRO, Aug 22: The Medical department of Lower Subansiri district under the supervision of DMO Dr. Moli Riba has started mosquito fogging operation today afternoon after detection of a Japanese Encephalitis (JE) case in Lower Subansiri district,

Talking to this reporter, Dr. Riba said that, though many JE cases were reported from various parts of the state, Lower Subansiri district had remained free from the disease until detection of a case recently. We have started the mosquito fogging with Malathion this evening and it will be carried out in the township areas to check further spread of this disease since the virus of JE spreads through bites of an infected mosquito.  The prevalence of JE virus in our area is evident from the fact that the recent JE case was detected in a 4-year-old child, who did not have any travel history, DMO observed.

Stating that pigs are the main amplifying hosts to JE when the Culex mosquitoes are the primary mosquito vectors, he suggested people of the district, especially those who are rearing pigs near to their residential house, to be careful from mosquito bite.

As human being is the accidental host and receive death end from this disease, he suggested people to keep their surroundings neat and clean as the mosquitoes normally breeds in stagnant water.

Disclosing further the characteristic of Culex mosquitoes which are very active at the dusk and bites mostly at this time, he asked people to use full sleeve shirts, mosquito repellent and nets at night.

Initiating the fogging operation from DMO’s  residential colony, the fogging team almost covered Hapoli township including the DMO colony, Medical line, Pare Ami, Hill Top, Guruduwar line, DC line, School gate, Pai gate, Para line, main market etc.

 

Union contradicts health minister’s claim

ITANAGAR, Aug 22: Reacting to the Health and Family Welfare Minister Kalikho Pul’s statement which was published in a section of local daily on August 8 last under the headline ‘State Govt to establish Arun Medi City,’ Tigdo Rakap Happa Farmers’ Union of Pachin colony, Naharlagun today contradicted the minister’s claim saying that the amount was received for forest clearance and crop damage of the affected people rather than as land compensation.

Pul in his statement claimed that Rs 46, 25, 782 was paid to 67 villagers for acquisition of 200 acres of land at Pachin village for the setting up of  multi-specialty 500 bedded medical college whose foundation stone was laid  by former Deputy Prime Minister L K Advani at Pachin village on Nov 14, 2003.  It further claimed that news appeared in local dailies was far from the truth saying that it creates negative impacts on already confused attitude of the Govt on the scheme  which would harden the stand of the affected people.

 

Lecture on diplomatic reporting

NAHARLAGUN, Aug 22: The department of Mass Communication, Rajiv Gandhi University today organized a lecture on Diplomatic Reporting by Sunil Kumar Shukla, Assistant Director (NEWS), All India Radio, Allahabad at the Univeristy’s extension centre in Naharlagun.

Shukla is a senior Indian Information Service (IIS) officer and has been part of many high level media delegations abroad accompanying the President of India, former Prime Minister Manmohan Singh and more recently, PM Narendra Modi to Bhutan.

Deftly using anecdotal experiences, he elaborated on the many traits and techniques of good diplomatic and parliamentary reporting. He emphasized on developing a strong command over language and keeping abreast of the knowledge on political and economic situations and the treaties between countries as key requirement for diplomatic reporting.

Later, interacting with the students and faculty present, the senior IIS officer also informed the students about the vast employment scope for journalism students in the IIS, encouraging them to opt for a career in it.

 

IMR reviewed

ITANAGAR, Aug 22: The West Siang Deputy Commissioner along with the DRCHO, Medical Superintendent and senior medical officers of the district reviewed Infant Mortality Rate (IMR) today and discussed measures for reducing IMR.

The meeting decided to carry out house to house survey and organize health awareness campaign in remote villages to create health awareness among villagers.

 

ANUYO writes to CM

ITANAGAR, Aug 22: Expressing concern over the bad condition of the NH 52A during monsoon which is the life line of the twin capital city of  the Capital Complex, All Nyishi Unemployed Youth Organization (ANUYO) today appealed to the state Govt to expedite the process for construction of 4 lane highway from Banderdewa to Itanagar in order to mitigate the traffic problem. The present condition of the NH 52A is known to all. It got disrupted during rainy season and takes nearly a month or two to complete the restoration work, the organization said. Frequent disruption of road communication not only hampers the economic development of the area, but it affect the academic career of the students from Banderdewa and Karsingsa, who are studying in colleges, university, schools and other technical institutions in capital complex.

While submitting a five-point charter of demands to the Chief Minister, the organization further said that Govt should take steps for construction of bye-pass road from Karsingsa to Karmajuli at Nirjuli which will further connect Capital complex during the conversion of the existing NH from 2 lane to 4 lane.

Demanding permanent solution to landslide problems on national highway at Karsingsa block point, the organization questioned why the concerned department has not been able to construct a bypass road at Karsingsa point according to the proposal mentioned in the survey conducted  for four-lane high way.

Other demands of the organizations include free school bus for the students of Karsingsa-Banderdewa to mitigate transportation problems of the students and immediate solution to the jurisdiction problems of Banderdewa circle.   “The students, youths and general public of Banderdewa circle are in great dilemma in regards of their jurisdiction. Many people do not know whether the circle comes under Itanagar Capital Complex or Papum Pare District Yupia, the organisation said. It requested the CM to  take steps for solution of their grievances within  a week to avoid agitation like dharna at Karisingsa block point.

 

Papum Pare DHS implements PFMS

ITANAGAR, Aug 22: District Health Society (DHS), Papum Pare which is implementing the National Health Mission (NHM), for the first time in the state, has implemented Public Financial Management System (PFMS) (formerly CPMS) by making payment to seven mothers under JSY through Direct Benefit Transfer (DBT) to their respective bank accounts.

Beneficiaries of Capital Complex, Doimukh and Balijan blocks will be covered under the centrally sponsored DBT in the first phase while the rest rural blocks will covered later on, a release from District Medical Officer said.

It directed to all MO in-charge and Block Accountants to make payments to JSY beneficiaries and incentives of ASHAs through Account payee cheque only. Further, all JSY beneficiaries and ASHAs to immediately open personal bank account at nearest bank as it is mandatory to get payment under DBT and all the banks are facilitating “Zero” balance amount to open account. This account will also help the women to safeguard and secure their income and savings.

Public Financial Management System-PFMS is a web based online transaction system through which Direct Benefit Transfer (DBT) is made to the bank accounts of intended beneficiaries.

The system has been developed by office of the Comptroller General of Accounts, Ministry of Finance for all plan schemes of the Government of India, the release informed.

 

Union demands basic facilities to school

ITANAGAR, Aug 22: The All Kurung Kumey District Students’ Union (AKKDSU) has drawn the attention of state elementary education to the pathetic condition of Govt ME School Hinda II of Palin Circle.

In its letter submitted to the DEE, informing that the school lacks basic facilities, it questioned the sincerity of the department in running the school.

Why the department cannot provide the required facility when they can upgrade and establish it? Vigilance is required to check on these things, it said.

‘Renovate Ziro-Kimin road’

ITANAGAR, Aug 22: The All Yachuli Students’ Union (AYSU) has demanded for immediate renovation of Ziro-Kimin BRTF road.

In its letter submitted to the Lower Subansiri DC, while apprising of the pathetic condition of the road, asked him to direct the concern department to start the maintenance work of the road within 15 days.

The union warned of resorting to democratic movement if the demand is not fulfilled within the stipulated time.

The already damaged road has been further damaged by incessant rain. Now it is in the state of outdated condition and unfit for further use, the letter read.

 

PDS items irregular, claim AAPCA

ITANAGAR, Aug 22: Claiming that PDS items are not being provided by the department of food and civil supply for a long time, the All Arunachal Pradesh Consumers Association (AAPCA) has sought food and civil supply minister’s intervention into regular supply of the items.

Since last three years, only meager quantity of APL rice has been issued by the department. APL rice 35 kg per ration card holder and 15 kg in some interior circles of the districts, whereas it is clearly mentioned in the card that 35kg is allotted to each of the card holders in a month, it said.

As per government provision and notification, PDS items Rice APL 35 kg, BPL 35 kg, AAY 35 kg, SK oil 5 litres, Sugar 6300 gms, Wheat (Atta) 35 kg, Salt 700 gms, Ghee gutta 10 kgs are allotted to each card holders in government subsidy rate in a month. But not a single item has been dropped or supplied from government stock till date to consumers, except 15 kg APL rice in a month which also is too irregular in distribution. Due to these irregularities and lack of delivery of the above said ration items, consumers are facing hardships in the private market rate, the letter further added.

 

APSACS holds  meeting of blood donors

ITANAGAR, Aug 22: Arunachal Pradesh State Aids Control Society (APSACS) following the resolution adopted during the valedictory function of World Blood Donors Day in July, 2014 to expand the voluntary blood donation movement to other districts, convened a meeting at JNC auditorium, Pasighat on Wednesday under the active support of Aini Taloh, a prominent voluntary blood donor and Ramesh Jeke, Chairman, Vivekananda Yuva Shakti.

Prior to the start of the meeting a brief Donor Motivation Session for the youths of Pasighat Township was kept. The session was conducted by Dr.Gegong Jonkey, MD(Path),SMO,

The Medical Officer, Blood Bank, General Hospital, Pasighat explained in details on basics of blood donation through help of PowerPoint.  He also spoke on the scarcity of blood in the blood banks, the   safety and quality concerns of blood and the role of civil society to support the blood banks to mitigate the ever growing demands of blood for clinical use to treat various ailments. He also highlighted the problem faced by the doctors and their helplessness due to non-availability of blood.

Informing that one out of every 10 patients admitted in the hospital requires a blood transfusion, he called upon all the stake holders, including the state government, the hospital authority and the civil society to come forward and motivate people to donate blood voluntarily and on regular basis.

“Blood donation programme is a journey not a destination,” he added.

Later, Taloh and Jeke as facilitators of the meeting highlighted the importance of formation of such Blood Donors forum for the benefit of the people of the district.

“Due to lack of such organized forum of blood donors, the people requiring blood transfusion face lot of problem to manage blood and are compelled to buy blood from the professional blood donors at high price; which is not safe for the recipient,” the said.

“It is, therefore, very necessary to form such organization to make blood available in the Blood Banks so that no one dies for want of blood”.

A 10-member executive body was selected to form a blood donors’ forum for East Siang district which will work under the support of Aini Taloh and Vivekananda Yuva Shati, Itanagar.

Unprecedented flood creates havoc

in Upper Subansiri

200 houses submerged, livestock washed away

DAPORIJO, Aug 22: Sudden rise in the water level of Subansiri has triggered an unprecedented flood situation in Upper Subansiri district submerging hundreds of dwelling houses, sweeping away livestock which has created panic among people.

The overflowing river submerged over 200 dwelling houses at Sikarijo, Pagarijo, Laila Majnu, Sigum, Polo colony and Dilidi village in Daporijo, Sippi, Menga, Kuporijo, Dumporijo.

Panicked by the rapidly increasing water, the confused villagers ran for their lives into safer places leaving behind their all belongings. Many people took shelter on rooftops when water suddenly entered into their homes and submerged them within no time at around 3 pm. Reportedly, three girls, who did not know how to swim, climbed onto rooftop to escape the neck-deep water. However, they were rescued from being swept away by the villagers.

There was no report of any flood related deaths till filing of this report.

Swelling waters have over flooded the BRTF road at Sippi, about 12 km from Daporijo, and swept away many dwelling houses living in the river bank along with their belongings. The gushing water flooded the paddy fields and uprooted bamboo groves and swept away domestic animals.

In Dugi Village, the other side of Subanisiri, water level touched the ground of VKV, Kuporijo and damaged many kutcha houses, including the Govt. Tourist Lodge cum Cafeteria.

In Polo colony here, flood water submerged the Govt. burial cum cremation ground.

Sigum colony, 4 km from here, was the worst affected where water submerged numerous houses and caused death of domestic animals. Tagom Yekar, who runs a tourist Lodge at Sikarijo, narrated that it happened all of a sudden at about 2 am.

“We heard the sound of the gushing water and the water rose to about 10 feet within 10 minutes flooding our houses and washing away all belongings,” he said.

The same was the story of neighbor Tajum Batak. He and his family too were in deep sleep when the water entered into their home with full force. They somehow managed to escape by making a hole in the bamboo wall of their house, he said.

In the Dhulaam Raji Memorial Public School at Sippi, waters flooded the buildings up to 6 feet mark. All the 72 students of the hostel of age between 5 to 12 years were safely evacuated to a safer place by the school authority. The wet and muddy classrooms with books scattered, upturned furniture and logs, scattered clothing in the hostels etc have been the reminders of the disastrous situation.

Meanwhile, public, various NGOs, District Administration, volunteers/members of ATYO, ATSU and TCS rushed to the affected areas and started rescue operation.

Daporijo MLA Ditko Yekar along with DDMO Lobsang and EAC O Lego visited all the affected areas to take stock of the situation. He cautioned the dwellers living in low lying areas and danger zones to voluntarily vacate their premises to avoid danger. He further asked the district authority to take all necessary steps to tackle the situation.

Expressing concern over the unprecedented flood, Dumporijo MLA Paknga Bage appealed to all to extend helping hands to the affected people in this hour of crisis. He also appealed to the state government to provide immediate relief to the affected people for their rehabilitation after assessment of the properties lost or damaged. He also appealed to the State Govt. to investigate the actual cause of sudden rise in water level.

The water level of Subansiri was receding though the river was still flowing above danger mark. Local people suspect dam waters released by the neighboring country might have caused the flood. They say they have witnessed the rise of water level of Subansiri to such a high mark for the first time in their life time that too without rain, and urged the state government to make an inquiry into the matter.

PP and PM roads blocked

DIRPO adds from Pasighat: Rod communication from Pasighat to Pangin and Mariyang remained cut off for the past few days due to massive landslides triggered by rain.

According to PWD (HW) engineers, Pasighat-Pangin road is blocked at several locations including Kalamati and 20-Miles. Though the department is working on war footing to restore the road, limited resources and steady rains have hampered the progress of work.

Restoration work of Pasighat-Mariyang Road has also been started after assessing the damage but it could take two to three days to completely restore road communication, informed the department. It appealed to all to avoid traveling through these roads until these rods are cleared.

Yingkiong cut off  

Upper Siang District cut off from the rest parts of the state due to road disruption at several points from Yingkiong to Pasighat, Aalo, Mariyang and Tuting following incessant rain.

At Chandranagar in Capital Complex, a house belonging to one Tungam Madu near Christian Revival Church was completely devastated by heavy rainfall last night. Rain waters also affected the church, damaged the drainage system and eroded the road leaving the culvert on hanging.

The EAC Itanagar visited the site to take stock of the situation.

The Councillor of Ward No. 4 Gora Talang requested the Department of Highway, PWD to immediately repair the road and the culvert on hanging to ensure free flow of traffic.

He also appealed to the State Government to instruct the department concerned to come up with proper plan to prevent any such catastrophe in near future.

Rainwater inundates Pasighat fish & meat market

Our Correspondent adds from Ruksin:  Heavy shower during the last one week inundated the fish and meat market at Pasighat.

The market which was set up at a suitable location at the main town was shifted to the present location during December last year. But, it is alleged that the authority concerned is not properly maintaining the market which is causing great deal of dissatisfaction among the fish and meat sellers.

Even though the state government has spent huge amounts for development of Pasighat, the area is still lagging far behind in terms of infrastructure development.

Construction of drain in the century-old Pasighat own is one of the long-pending demands of the local people. Life of local residents becomes miserable during rainy season due to lack of proper drainage system in the township.

Clogging of rainwater in the township is a common phenomenon in and around Pasighat Township during rainy seasons. But, neither the Urban Development Department nor Municipal Council has taken any effective measure to solve the problem permanently.

 

 

12 girls rescued from NCR, Capital Complex

ITANAGAR, Aug 22: 12 girls, who were lured from their homes with promises of jobs and better education, have been rescued from different locations from Delhi and Itanagar-Naharlagun by Longding police.

Six girls have been rescued from National Capital Region and another six from Itanagar-Naharlagun.  All of them were working as domestic help.  

The Longding district superintendent of police (SP) when contacted divulged that girls were brought back today from Delhi by an eight member police team.  

SP said that three people have been arrested so far and investigation is on to unearth the truth.

“Very soon we will know what led to the entire episode”, said the SP. He further said that efforts are on to trace out if there are more girls who were taken away from homes.

Most of the girls are from Wakka circle.

A woman, reported to be a native of Longding and stationed at Khonsa, who is alleged to have enticed the girls away from their homes with promises of a better life have been arrested by the Police.

One of the arrested is a native of Delhi.

Some of the rescued girls are juveniles and belong to economically backward families.

None of the family had filed any complaint with the police even though the girls have been missing for many months. However, the complaint was filed by Chandan Women Welfare Society of Longding, an associate of Arunachal Pradesh Women’s welfare society.

Earlier in July, Chandan Women Welfare Society had said that it had received complaints from villagers about trafficking of girl child by brokers as domestic help. The brokers are alleged to have taken commission from the agents and prospective employers.

 

 

Mortal remains of American MIAs in Arunachal jungle await for India’s permission to fly back home

ITANAGAR, Aug 22: Gary Zaetz at his 59, a Computer Software Support Specialist based in North Carolina USA refused to be bogged down by the odds and diplomatic impediments of US-India relationship in his decade- long battle to bring back his uncle Lt. Irwin Zaetz's remains from remote Damro of Upper Siang district in Arunachal, for whom final ritual is awaiting back home since 1944.

Gary's uncle Lt. Irwin Zaetz's was one among the mission in actions(MIAs) USA AF who flew over the Himalayan range of Arunachal, popular among US air force as 'hump', and went missing during the Second World War.

It is said that Lt. Irwin Zaetz's flight B-24 J nicknamed "Hot As Hell" with a group of 8 crew members took off from Kunming, China for a routine flight to Chabua near Dibrugarh, India. The plane never reached its destination and later the crews were declared dead on November 20, 1944.

Gary's unflinching love for his late uncle keeps his fighting spirit alive and he decided not to give up until he brings the mortal remains that deserve rituals in back home. He had visited his uncle crash site at Damro in September 30 2008, after a private American investigator, Clayton Kuhle discovered the crash site in December 2006. However the mortal remains of his uncle was not allowed to retrieve by the Indian government.

Since then, the Families and Supporters of America's Arunachal MIAs of the 400 American aviators whose mortal remains still lie unrecovered from their World War II crash sites in Arunachal Pradesh have been persuading the US Defense Department to convince Indian counterpart for recovery of MIAs remains from Arunachal Pradesh which India hardly allows any country to access considering the strategic sensitivity.

The organization which have members from across the world including Arunachal has recently wrote a letter to US Defense Secretary Chuck Hagel requesting him to engage dialogue with Indian External Affairs Minister Sushma Swaraj for the resumption of MIAs recovery from Arunachal.

In its letter the organization claims, "The Government of India continues to insist on the highly unreasonable restriction that it will permit only one crash site investigation or one crash site excavation in the entire territory of India in any given year".  

 Further it also added that India is in violation of its obligations under the Geneva Conventions, as it made no effort to protect the unrecovered crash sites from either scavenging, or from "crash site tourism."

Gary who is Spokesperson of the said organization in his letter said that commitment made by Indian government to US in June 2012 to allow resumption of MIA recoveries in Arunachal Pradesh, as a "humanitarian gesture", is beginning to look like a shattered promise to the families of MIAs, saying that US government gives little interest in it.

 He also appealed to the government of India to permit an immediate resumption of MIA remains recovery operations and permit it to be conducted simultaneously at the multiple documented crash site locations in Arunachal Pradesh.

The aggrieved families of America Arunachal MIAs have waited 70 years since 1944 but there is still uncertainty hovering over them.  How many years more they have to wait to retrieve the remains of their loved one from the jungle of Arunachal?  India can only give this answer.

 

 

LDV resolves not to allow encroachment in Govt land

ROING, Aug 22: Taking serious note of the illegal occupation and encroachment of the Govt land in the Roing township, the Lower Dibang Valley district administration has decided not to allow any kind of encroachment in the Govt land henceforth. This decision was taken in a law and order review meeting held at DC office here yesterday. Besides Deputy Commissioner Shiv Kumar, Superintendent of Police, Rajneesh Gupta, W Tikhak, ADC and other Administrative Officers were present in the meeting.

It was also decided to stop the scrap collection in the district citing that the collection or selling of scrap is one of the causes of pilferage. While reviewing the law and order the meeting further revolved to intensify the patrolling by the police during night hours and to carry out patrolling near JNV Roing. The personnel from Central Reserve Police Force (CRPF) will be engaged for checking at Shantipur Check Gate and at Police Beat Post near Mayudia Petrol Pump to check the import of unwanted elements like drugs, brown sugar, etc in the district. The CRPF will also be used for patrolling during night at Rukmo, Bismaknagar, Emuli and Parbuk from time to time to check the movement and activities of unwanted elements in the area from across the inter-state border. The district administration further resolved to fight the drug menace in the district and to strictly implement the banned imposed on the selling of Gutka, Panmasala and other tobacco products in the district. In this regard, the Deputy Commissioner has asked all the administrative officers and the district police to identify the locations where the drug addicted youths normally gather, obtain and use drugs.

Citing that outsiders like Bangladeshis are trying to obtain ILP and Driving Licence from the District Administration, Deputy Commissioner has cautioned all the Administrative Officers and the District Transport Officer to properly verify and obtain supportive documents issued from their native place before recommendation.  He further said to carry out an intensive ILP drive in the district and to arrest and deport all the defaulters from the district. Yazali ZPM dedicates drinking water supply unit

ITANAGAR, Aug 22: Taba Techi, Zilla Parishad Member (ZPM) of Yazali today dedicated a drinking water supply unit funded by World Vision India in collaboration with MGNREGA scheme to villagers of Possa in a small but impressive function. Dempu Pega, Program manager, World Vision India, Subansiri, was also present on the occasion.

The drinking water unit has two supply tanks constructed under MGNREGA schemes way back in 2012. One storage tank and another supply tank have been funded by World Vision. The fittings and other accessories were also funded by the NGO. The villagers had constructed approx 1 km long and 1 meter wide porter track in difficult terrain from source tank to feeder area by themselves. They conducted social service which was led by Risso Maya, President, Gora Swwg Dokum, a SHG of New Pitapool Anchal Segment. The project worth crores of rupees was built with community participation in a meager amount of Rs 4 lakhs informed Tao Yana, ASM, New Pitapool. She also informed the visiting dignitaries that Possa village is spread around four major parts and is partly provided with government water supply scheme.

ZPM Techi, while congratulating the villagers for their iron-willed determination to complete the near impossible target, thanked World Vision India for its yeoman service and urged them to continue its Samaritan work and involve the PRI members in its selection of targeted area and policy planning. He praised the villagers for their grit and determination in accomplishing the task and application of indigenous technique and judicious use of resources available to them. He further appealed villagers to also take up agriculture and horticulture activities to augment the economic status of people. Dempa Pegu congratulated villagers for successful completion of project and emphasized on community participation to develop the area.

It may be mentioned that World Vision India is taking up many community based service including rural link road, piggery, units, etc., for up-liftment of poor and downtrodden in the area.

 

 

My 36 years in the land of Rising Sun

Having completed my 36 years, 2 months and 5 days in the lap of land of rising sun as a teacher in the Education Department, Government of Arunachal Pradesh, I completed my last legs of journey on 31st July 2014. (Superannuated)

Though, I was born and brought up and got education in the land of Gods and Goddess so called Uttarakhand which is embellished with enchanting natural beauty, snow covered ever-young, immortal Himalaya in which lap and vicinity the Rishi’s, Saints did asceticism (Penance) to get salvation, from this mundane world. God sent me in another place consisting same natural beauty, harbinger of peace, and impregnated with mosaic of different cultures. It is Arunachal Pradesh, where I plunged in noble teaching profession and joined the education department on 27-06-1978 and posted at Govt. Hr. Sec. School Ziro to teach Chemistry. By the grace of Almighty Donyi-Polo I played two innings at Ziro w. e. f 27-06-1978 to 1983 and again w.e.f 1991 to 1996. Besides, Ziro I served at Govt. Hr. Sec. School Khonsa and Yazali. In my last lap of journey I was working as Pedagogy Co-ordinator under SSA at Pasighat.

With my utmost energy, capacity, efficiency, dedication, loyalty, spirit, enthusiasm, zeal, and devotion unleashed my duty to shape the future of my fellow students. Concentrated to impart a holistic approach in my class room transaction, not only in my subject but also to infuse a harmonious development of my students i.e their simultaneous development of all faculties --- physical, mental, intellectual and spiritual.

A sense of proud, happiness and pleasure prevail in my mind and heart that with my little bit of endeavour many of my fellow students are now in good position, status and spear heading their  services to their mother-land with utmost perseverance, honesty and dedication. They are now IPS Officer, Engineers, Doctors, Politicians, Public Leaders, Teachers, Officers and perfect human beings. It is difficult to cite the names of all my fellow students who are in good positions. Nevertheless, it compels me to enumerate the names of my some students who have imprinted their impressions in my mind and become examples to their coming generation and opening up new vistas to their brothers and sisters. They are Robin Hibu, IPS, Padi Richo, public leader, Yumsen Matey, Kamthak Lowang, Poro, Awang Ngoapo etc.

Eventually, though I have been segregated from my pious profession on 31st July’ 2014 (superannuated), but my heart bleeds having seen deteriorating moral and spiritual values and lack of discipline amongst the students. Love, respect and veneration for his teacher is declining amongst students. The need of hour is that this tendency amongst students is to be nipped in    the bud. It becomes the bounden duty of the parents, the society, political leaders, the Government and educational institutions to maintain the sacred cause of discipline among the students and not indulge in recrimination of lying the fault at one another to shirk the responsibility when indiscipline takes place.

We must not lost sight of the fact that the world has changed considerably during the last 67 years. In fact, everything has changed, and if nothing is static, why should the students not change? If then, the old order changes yielding place to new, due to divine dispensation the elders as well as those who have love and sympathy for the cause of students should give them authoritative guidance. Although the young generation of to-day does not submit to the dictates of authority as meekly as the generations of the past, he is not unresponsive if handled with tact, sincerity, devotion and commiseration. You can not expect a student of to-day to approach his elders or mentors in the spirit in which Arjun went to Lord Krishna.

The impact of age of science & technology, radios, T.V, cinemas etc produced great changes in the society. The ancient social structure has mostly crumbled with no new adequate replacement. The students are feeling void and are moving as if in an empty space. They are thus feeling frustrated, and a lack of security stares them in every direction. Students want to play their part in the development of New-India, they are eager to raise her standard of living, to eradicate illiteracy, to drive away want and hunger first from their own doors, and afterwards from those of others.

But they feel that they are sailing in a rudderless ship, at the mercy of any ill or good wind that is blowing. It is here that they want to be guided by the elders and leaders of society and educational institutions. This is the age of Democracy, where everyone has got the right of freedom to express his own opinion. The students want that right, and if he suspects that - that right is denied to him, the rebellious spirit in him asserts itself, and he is dubbed as undisciplined. This is the great insult hurled at him and he is bound to resist it. It is here that tact and resourcefulness are demanded of the authority. Whatever it may be, the students will bow to the right authority and will be led voluntarily in proper channels. I do hope that the concerned authority, institutions and society will come ahead and resolve the issue.

Now returning back to pavilion (Uttarakhand) after having played my innings in Arunachal Pradesh, I am optimistic that my fellow students, colleagues will march ahead to accomplish their task with full determination and conviction. In fine, let the department of education Govt. of Arunachal Pradesh march ahead towards progress by leaps and bounds.

I feel quite nostalgic for the place Ziro where I started my teaching profession and also feel nostalgic for Pasighat where I spent my last 10 years of service and got superannuation.

State level workshop on community operations manual and grading norms concludes

ITANAGAR, Aug 22: The two days state level workshop on ‘Community Operations Manual and Grading Norms’ concluded at Conference Hall of department of tourism, GoAP today.  The workshop that commenced on 21st August was inaugurated by Secretary RD Govt. of Arunachal Pradesh.

The workshop provided an opportunity to bring on board views of Non Government/Voluntary organizations, officials and bankers at the same time on issues concerning proof community mobilization, development of norms for grading of SHGs, and developing assessment criteria for grading of non government/voluntary organizations.

The second day of the workshop involved presentation on the process of community mobilization in Bihar’s Jeevika project, which is regarded as a National Resource Organization under Aajeevika. This was anchored by Aditya Tyagi, Prime Minister Rural Development Fellow, assigned to Arunachal Pradesh, who has extensive experience in business analytics consulting as well as Jeevika programme implementation.  

The panel discussion on community mobilization was chaired by Rajeev Takuk, CEO SRLM. Grading norms for SHGs were discussed threadbare and opinion of delegates were recorded for the purpose of notifying norms for grading of SHGs for grading of SHGs all over the state. It was also clarified that grading norms for SHGs shall be reviewed from time to time and could be revised as and when such need arose.

HS Singh, GM NABARD shared the vision and mission of NABARD in supporting SHGs and NGOs and related activities. Anup Patnayak Manager NABARD took a session on grading norms for SHGs.

Dinesh Raina, DGM NABARD, Kamal Roy, APM NABARD, representatives from Apex Cooperative Bank were also present in the two days workshop.

The workshop also involved deliberations from N. Breeze Doye, SMM SRLM, Dr. Rakesh Srivastava, Dy. Director SIRD, Sanjeev Tirkey, Programme Manager SRLM, and Tatar Mosi, Programme Manager SRLM.

Amongst other important outcomes, the workshop brought forth the need and importance to adhering to mandatory conditions for performance of human resource development especially through proposed immersion and induction training, proper adoption of community mobilization strategy. Later due process must be adopted for ensuring that both external and internal community resource persons for ensuring that required handholding support is provided to rural women in Arunachal Pradesh, with focus on intensive blocks in Arunachal Pradesh. The workshop did well to develop broad based consensus on role of DRDAs, NGOs, and bankers in community mobilization to grading of SHGs in the State.  Rajeev Takuk, CEO SRLM delivered the valedictory address.

 

 

A Dream Fulfilled

This beautiful state of Arunachal Pradesh has immense potentials not only in terms of abundant natural resources but is also endowed with budding and energetic youth potentials which if properly channelized can achieve many wonders. This has been amply showed by our youths especially in the field of sports, mountaineering and some other fields. Those who have zeal and perseverance have demonstrated that they can do wonders in their chosen field of activities.

One such go-getter is Kabom Tatak, a young girl of Pasighat who lives in Mumbai as an airhostess in Jet Airways. Born to Shri Tanung Tatak, a banker and Smti Okyam Tatak in January 1991, Kabom’s childhood dream was to become an airhostess which she has successfully accomplished.

Following is the transcript of an interview with Miss Kabom Tatak conducted recently.

First of all, congratulation to you for selection as an airhostess in one of the premier airlines of the country!

Kabom: Thank you so much for your hearty wishes.

Can you tell us why you opted for this career? Is it because the profession is usually considered glamorous or it is because of its adventure element?

Kabom:  I chose this profession because I wanted to do something different..something adventures… not like usual job and yeah it’s a glamorous too…like flying high

Where did you undergo training and how was your experience as a trainee in the training institute? Were there other trainees from Arunachal Pradesh?

Kabom: I completed my training in Franklin Institute Guwahati…My training was good…I enjoyed there..it was difficult but interesting ..had to study a  lot…but still I had lot of fun..yeah there was some trainee from AP but if there is no one from AP still you will find lot of friends from other places..

Please also tell your educational background. Where did you study and what was your initial ambition as a student?

Kabom:  I did my schooling from St. Xaviers School Shillong, Meghalaya … I did BA graduation…and when I was studying it was my dream to become an airhostess so I after my graduation I joined Franklin Institute to fulfill my dream.

Kabom, can you tell readers, what are the most important qualities for someone who wants to pursue this career? What should those desirous of following this line of profession try to inculcate for success?

Kabom:  To be an airhostess you should be tall ….should be slim and beautiful….little bit confident ….and should be ready to stay away from family..that’s it…

Did your family support your ambition while you were undergoing your training?

Kabom: Yeah, my family never opposed me …they were always supportive… specially my father…

Are there enough opportunities for our girls in this line?

Kabom: Yeah, there is lot of opportunities for girls in this profession if you are upto their requirements.

Any advice for those who want to be airhostesses?

Kabom: Advice like I will say…if you are serious about this job…maintain your beauty …try to be slim…be confident..you should take care of your appearance…

 

 

Orientation prog on environment awareness for teachers held

ITANAGAR, Aug 22: A three days orientation programme on “Awareness towards environment”, sponsored by the Department of Education came to an end at SCERT here today. Around 25 teachers from different districts of the state participated in the programme. Besides the resource persons from SCERT, external resource persons Dr. G. Ninasow, Asst. Professor from R.G University, Dr. P.K Samal from G.B Pant National Institute on Environment, Itanagar and Dr. L.R Bhuyan, Systematic Botanist from State Forest Research Institute, Itanagar took classes which were highly informative.

Some of the important topics dealt in the programme were - sustainable development, global warming and climate change, jhum cultivation – a threat to environment, quality of human life & the need for a supporting eco-system, conversion of bio-diversity for sustainable livelihood and guidelines for environmental orientation of school education.

The whole programme was co-ordinated by P K Chakravorty, Vice-Principal of SCERT with the active support of the faculty members of the institute.

In the valedictory function Gania Leij, Jt. Director cum Principal SCERT once again highlighted the importance of a clean and friendly environment for the healthy growth of mankind in general and Arunachal Pradesh in particular. He encouraged all the participating teachers to conduct activities in their respective school to make the children aware of a healthy environment vis-à-vis our role there in.

Review status

Dear Editor,

This is regarding revision in status of 49th Bordumsa-Diyun Assembly constituency from General to ST reserved.

Singpho’s , the original native of Bordumsa-Diyun, who have donated their land to people of other tribes i.e., Adivasi, Deoris, Sonowal- Kochari, Chakmas, Hajong during the NEFA period without knowing the rules and regulation of Government have become minority in their own land .

With the declaration of 49th Bordumsa- Diyun Assembly Constituency as lone general constituency in Arunachal Pradesh, the natives are now feeling the heat.  

And under present circumstance the population growth ratio between tribal and non-tribal is 1:3. So within a decade Bordumsa will have a non-tribal as Member of Legislative Assembly.

Also the efforts of Govt of Arunachal Pradesh to exclude reservation of schedule caste of Arunachal for all three bodies of Panchayat under Arunachal Pradesh Panchayati Raj Bills, 1997 will go in vain if this happens in the future when a non tribal will be sitting side by side of a tribal MLA.

So we appeal to the Govt to lift the criteria of selecting constituency based on population.  It should be given to those area where there is minimum non-tribal population or should be rotated in the other parts of Arunachal Pradesh so that others can share and understand the burden of having general constituency. We sincerely appeal to our present MLA Nikh Kamin and MLA’s of other constituencies to kindly look into the matter and arrange some alternative so that we too can enjoy the status of having ST reserved constituency and have a say in our future

An Appeal to the Vice Chancellor, RGU

Dear Editor,

Through the Reader’s Forum of your leading daily, I want to appeal to the Vice Chancellor of Rajiv Gandhi University (RGU) and convey the dilemma and frustrations of all the Students those who have passed class XII from different Higher Secondary Schools of the state, this year and seeking admission to Govt. and Private colleges affiliated to the Rajiv Gandhi University, but below 40% in aggregate.

RGU has issued an Ordinance for admission to BA/BSc/B.Com programmes under semester 2013 for all the colleges, affiliated to RGU, that, students who have secured below 40% in aggregate in sum total of all subjects in class XII, shall not be entitled to admission in any Private or Govt colleges in the state affiliated under RGU.

Now, all the students who have been denied admission to the colleges for securing below 40% have no idea, what do they do next? Where do they go?

It is a straight trample on the students, the poor students, especially coming from the villages, those who help their parents in their agriculture fields as well as pursue education, in the desire to go ahead in life and bring about a change to their desolation even if not in their lifetime but at least, for their generation next. The first victims of the 40% minimum cut off mark to get admission in any college in Arunachal Pradesh and being some points short of the minimum marks and thereby being denied of admission to the colleges!

Hearing the problem from some of the parents of those students/victims who could not make it to the minimum 40% marks, really touches anyone’s heart who can really empathise the situation, emotions, sentiments and even frustrations of those parents and the children. Especially the plight of those parents who don’t even earn Rs. 50/- (Rupees Fifty) only in a month and the pain written on their faces even makes on tearful. Those parents, with their children unable to cross the cut off mark are at a loss, with their condition, the future of their children and the pain to know that it takes at least Rs. 10,000/- (Rupees Ten Thousand) only, as the minimum expenditure to educate their children outside the state are making them helpless, really helpless.

Corresponding to the issue and the affects of the same, I want to put some meaningful points before the  Vice-Chancellor, RGU to give a deep thought to solve the issue and make both ends of the problem meet.

Can we opt for or even mandate for well trained, better teachers along with better teaching standards and facilities with all modern day infrastructures in all the Primary, Middle, Secondary and Higher Secondary Schools of the state before mandating a cut off mark, to get admitted in the colleges of the state in order not to cut off the future of some of the Generation Next?

Can the RGU think on the line of making the pass mark to 40 instead of 33 in Class XII exams so that, students failing to get 40% will be failed and won’t face the frustrations of being left in the crossroads ?

Or at least, can’t the university relax the rule for this year only and avoid giving the shock of their lives, to all the children who have passed their Class XII, yet, fails practically to get admission in any college in the state that too, without letting him/her know about the same rule in advance?

OR, as a last resort, can’t the RGU allow this group of students to be admitted as Private students at least?

Instead, it is my humble suggestion that it would be in the fittest of all things, if the Government of Arunachal Pradesh and RGU can circulate the information, regarding implementation of the cut off mark, to all the Private and Government Higher secondary schools this year on, so that, the parents and children know about the same, well in advance.

I, on behalf of all the first victims, caught unaware and without any prior knowledge of the rule of 40% marks as the cut off to get admission in the Govt. or Private colleges in the state appeal to the Chief Minister, Education Minister and the Vice-Chancellor, RGU to review the rule this year and implement it strictly, next year onwards after the ordinance is circulated well in advance to all the Higher Secondary Schools of the state, as everyone would seriously support the rule of implementing certain cut off mark as the minimum to get admission in any college for maintaining the study culture and quality of education in the state and for the quality of mentality of the Next Generation of Arunachal Pradesh.

High security registration plates and prices

Dear Editor,

This is regarding High Security Registration Plates in Arunachal.

Before issue of Government order, public had already installed number plates in their vehicles according to their choice paying high price.

If the number plate are to be changed to HSRP, who will bear the lost price of old number plate?

If HSRP have to be installed, then Govt have to offer discount of 50% or some amount to customers who have already installed number plates before issue of govt order. And if possible, govt have to exempt those vehicles who have already installed number plates before issue of order for HSRP.

Implement the report

As expected national capital Delhi has the dubious distinction of being ahead of the rest of the country in "racial discrimination" against people from the northeast region. According to the report prepared by 11-member panel, headed by M P Bezbaruah, the people from Northeast faced more problems in Delhi as compared to other metros like Mumbai, Hyderabad, Chennai and Kolkata. Report also said that over two-thirds of women from the Northeast have reported that they faced discrimination or harassment in Delhi. The committee was set up after 19-year-old Arunachalee student Nido Tania was killed in an alleged racial attack in Lajpat Nagar, Delhi earlier this year.

Taking a grim view of the report a Delhi high court bench, headed by Chief Justice G Rohini, asked the Union Home Ministry to file an action taken report (ATR) on or before September 10, the next date of hearing. The committee has suggested several long and short-term measures to tackle the issue after consulting various ministries and departments. They suggested for taking strong action against person indulging in such hate crime against NE people. Committee also suggested NCERT to introduce certain aspects of the "Northeast ethos" into the curriculum to "integrate each aspect of the region into the consciousness of the people outside." The report was submitted to home ministry in the month of July. Hope they will implement the suggestion given in the report in true spirit. It should not remain as report in paper only.
